Ground Water Quality Standards Classifications Story Map
Description
This project will develop an interactive GIS-based StoryMap for the GWQS at N.J.A.C. 7:9C that digitizes classification maps, provides background information in accessible language, and enables location-based searches to identify applicable classifications and requirements, with a disclaimer directing users to contact respective programs for official determinations. Deliverables include the interactive StoryMap, digitized GIS layers for all groundwater classifications (including new layers for Class I-A, I-PL, III-A, and possibly II-B and III-B), a user-friendly search interface, and a draft instruction document. Program Specialist Benjamin Weiss will develop the StoryMap under oversight of Biswarup Guha and Bidya Prasad, with BGIS assistance for publishing to the public GWQS website coordinated through DWMSPC's director's office and NJDEP Communications. This project creates no new classifications, regulatory changes, or PII-related data.
Problem Statement
Ground Water Quality Standards (GWQS) classifications at N.J.A.C. 7:9C are difficult for stakeholders to interpret and apply because the written descriptions require users to navigate multiple rules and GIS resources to determine if a property falls within a specific classification area, creating confusion and inefficiency.
Project Justification
An interactive web-based Story Map will centralize GWQS classification information with spatial visualization tools, enabling stakeholders to efficiently determine which regulatory criteria and policies apply to any New Jersey location, thereby improving regulatory compliance and accessibility for both technical and non-technical users.

While N.J.A.C. 7:9C Ground Water Quality Standards regulations are mandatory, their current presentation—unchanged figures from 1990 available only as photocopies—makes them difficult for the public to access and interpret. In response to stakeholder requests, this project will develop a Story Map that digitizes and visualizes this existing required regulatory content in a user-friendly format. The Story Map will enable the public to easily navigate GWQS classification areas, aquifer locations, and geospatial relationships through interactive tools. This project does not create new regulatory requirements; it simply provides the public with improved access to and understanding of information they are already required to comply with. The Story Map will serve informational purposes only.
