[DW-VG4] If E-mail notification Interval is not NONE, other emails with no event options checked also receive email NON-ISSUE

Description

다음과 같이 두 개의 이메일이 등록되어 있을 때,

Interval이 NONE이 아닌 경우 아무 이벤트도 체크되어있지않은 2번 이메일에도 알림 메일이 옵니다.

2번 이메일에는 이벤트 내용이 포함되지않은 알림 메일이 전송됩니다.

Interval이 설정되면 이벤트가 없어도 그 Interval 마다 이메일을 전송합니다.
이벤트 내용이 없어도 없는 내용이 이메일로 가는것이 맞습니다.
그 동안 아무 이벤트가 없었다는 것을 알려주는 것이기 때문입니다.
