[SPOTMOD] Change name from "RECORD" to "MONITORING"

F/W v1.6.0.8

Summary: The MONITORING tab is still labeled as RECORD even though the SPOTMOD has no recording functionality. Clicking on RECORD will show the actual name MONITORING

Also noticed the correct “MONITORING” is shown when editing a user’s permissions in USER tab which can cause confusion.
