Description
Development of a data management solution for new regulatory data and information that Water Systems will be required to submit as a results of the NJ Lead and Copper Rule

Project Justification
DWSG will be proposing a NJ specific Lead and Copper Rule. The proposed modifications to the rule will require significant additional tracking of submittal requirements and significant data re-calculation and entry which greatly increases the burden on states. The current version of SDWIS/State and the State Electronic Reporting System (E2) does not have the functionality to manage several new requirements in the proposed rule and will need to be upgraded prior to the proposed rule becoming effective. The Department will need to invest in developing the appropriate electronic tools to receive, process, and run compliance on all the additional requirements.

Estimating a final due date is difficult because this has been a moving target. DEP must work with EPA on this + the NJ Legislature and both keep shifting and updating the rule. So the system can't be fully designed until a rule is officially adopted.

Chris Adair provided this update: “The rule is currently under review with DOL. It got split up into 4 chunks and 3 of those 4 have made their way back to us. Unsure of the time table at the moment, there was a rush to try to get it down back in the fall, but that didn’t happen and with the release of LCRI by EPA we have to make sure we are at least as stringent as they are.”
Testing Release 3 through 5/26/2023
DEP reviewed the System Configuration Design v5.0 document and sent comments back to enfoTech on 3/7/2023. enfoTech is reviewing and responding to comments/updating design.
Comments on SCD were revied and comments submitted back to enfoTech on 11/21
10/27/2022 - Latest SCD (design document v.4.0) comments due to Rich by 10/28. Spending on this project can begin again.
Got version 4 from EnfoTEch. Comments due to Rich Friday after several internal meetings.
