Users are getting struggle to access the billing when the redirect is failing. We need to promote access to the Billing app when the redirect fails.

We have two home pages:

• When the user has tenants (tenant selector)
• When the user has no tenants.

• A more visible link to access Carol Billing on home page for org and tenant users.
• When the user does not have access to billing, show an alert message “Your user does not have access to the billing information.” - only on /carol-org, on /carol-ui (tenants) we can hide the button
