Problem Statement
In 2019 Land Use, the eSubmission team started designing the eSubmission initiative, then ultimately testing, to allow online applications for General and Individual Permits and Verifications pursuant to Coastal, Freshwater Wetlands and Flood Hazard Rules.
In 2021 changes to the rule were made to mandate online applications for certain permit types. With the adoption of the new rule, in October 2021 eSubmission was implemented, mandating the online submission of General Permits, Individual Permits and Verifications.

Project Justification
New rules associated with Protecting Against Climate Threats (PACT)-The Governor and Commissioner's priority will require modifications to existing LU's permits to support this rule requirement.
