Problem Statement
This project is regarding the use of SasS software called TraffiCloud for
use with existing traffic message / sign trailers at Liberty State Park. State Park Service staff in coordination with the NJ State Park Police wish to use this service to remotely manage messaging and monitor the trailer devices throughout the park as part of their traffic / crowd control management. Remote access will be more efficient than having to go up to each trailer to change settings / messages. The service would allow this to be done from an internet connected computer or mobile device.

Project Justification
The 6 TraffiCloud-linked Variable Message Sign (VMS) trailers currently make up 60% of Liberty State Park’s VMS trailer fleet, with the remainder consisting of 4 older units relegated to reserve use, among which are 2 units aged more than 20 years. VMS are used daily for traffic & parking lot management, law enforcement messaging, special event messaging, general public messaging, and traffic data collection throughout Liberty State Park. TraffiCloud has enabled a single user the ability to update messages across the whole fleet of 6 units within less than 15 minutes, especially useful during emergency situations where only one officer is present, or even on simple high-volume summer weekends. Conversely, it takes at least 5 minutes for a single person to adjust messaging on a single unit, requiring their physical presence. With units dispersed across over 500 acres of parkland, and a 10 minute traffic-dependent travel time by vehicle between furthest units, loss of TraffiCloud would increase the time needed to change messages on all boards to 45 minutes at a minimum, without traffic. The 30-minute difference with and without TraffiCloud can be critical during emergency situations. Liberty State Park is the most visited of New Jersey’s State Parks, boasting an attendance of more than 5,000,000 people yearly, and nearly 25,000 people daily during peak months of May through August, including special event attendees and foreign visitors seeking the ferry for Ellis Island and the Statue of Liberty. The 6 TraffiCloud-linked VMS provides directional information during both day to day operations, and emergency situations such as inclement weather events. During an emergency situation, visitors park-wide will be able to receive updated messaging within as little as 15 minutes.
