Submit Full Lab Data Deliverables online
Description
The October 21, 2025 rule adoption required Full Lab Data Deliverables to stop being submitted on paper and only be submitted by electronic means. Full Lab Data deliverables are required when submitting analytical results for IEC samples, potable
well sampling, and indoor air cases pursuant to N.J.A.C. 7:26E-1.11, 1.14 and 1.15 respectively and for polychlorinated dibenzo-p-dioxins/polychlorinated dibenzofurans and for all hexavalent chromium soil samples pursuant to N.J.A.C. 7:26E-2.1.
Problem Statement
The Full Laboratory Deliverables are required to be submitted electronically for IEC samples, potable
well sampling, and indoor air cases. These files can contain many thousands of pages so file size may be very large. Staff have already had issues trying to get the deliverables electronically from LSRPs.

Project Justification
Electronic Submissions of Submit Full Lab Data Deliverables are now required per the CSRR rules adopted 11/17/2025. The service will prevent staff from receiving the files in email, thumb drives, and DVDs, and having to upload them into NJEMS.
Estimated Transactions
Up to 500/year with some very large files

Meeting with DOIT and SRP held 2026-01-15to discuss the project. DOIT agreed to take on the development of the Facility Submittal Service(s). SRP to meet internally to hash out some business process issues and put together initial info needed for DOIT developer (Nita Mishra). Once DOIT receives this initial information, DOIT will provide an estimated time frame for the project, and SRP resources that will be needed for business process input, development review and testing. Below is a link to the recording of the meeting.

Hi Michele,
Joe passed on your email to me and we met today and think it would be a big help if Nita would take this on. We would want to meet with Nita, Greg Toffoli of BEERA or his rep, and Rafael Rivera of BCAIN who currently oversees receiving these packages .
We need to collect the usual FSS information from the program:
The directional text for the service’s pages: Instructions, Submission Name, Submission Type Selection, Facility Selection, Activity Selection, Contacts, Attachment Upload
Then collect/confirm the specifics for the service:
Submission Type Selection
Probably two submission types (type drives activity selection and certification types),
UHOT Lab Data Deliverables and
Other Full Lab Data Deliverables
Facility Selection (user must select facility)
SR Facilities
Activity Selection (user must select activity)
doc type specific code = ‘CASSET’
For UHOT Lab Data Deliverables:
Activity Class code =CSP, Activity code Type =UTH doc status code =ATV
For Other Full Lab Data Deliverables
Activity Class code in (LSR, RPC, PFR, OSA, others?) doc status code =ATV
Contact Type
Probably ‘Person Conducting Remediation’
Attachment Types available
(Required) Full Laboratory Data Deliverables Form: https://dep.nj.gov/wp-content/uploads/srp/full_lab_data.pdf?version_1_8 PDF

Joe,
Would/could this be an FSS or did you have another option in mind?

Sounds like a good candidate for an FSS that Nita could build. Do you want to check with Joe E>?
