Add filter shortcuts on tables

Add shortcuts on labels that apply filters on tables, similar to the focus feature on data journey cards.

When hovering the column that can be filtered (in this case, User), show Target icon.
When the target icon is clicked, apply the corresponding filter (in this case, User Name).
