Billing: Create new chart view without forecast

Mostly on the first days of the billing cycle the forecast view is more highlighted than the current costs.
03 - GOAL (DESCRIBE THE PROPOSED SOLUTION):
Allow the user to visualize current costs without forecast.

06 - ACCEPTANCE CRITERIA:
Create a new option on costs chart dropdown, besides “Current cost with forecast” and “Last 6 months”:
- Current cost
This view should NOT show the forecast.
