3) Cycle weapon power

What happened
-------------
Powering off the ship's weapons stows the shoulder mounted guns as predicted; however, both the dorsal and rear ventral remote turrets deploy to a weapons on configuration. Powering the weapons back on stows these turrets while also deploying the shoulder mounted guns.

What should have happened
-------------------------
Powering off weapons should stow all. Powering on weapons should deploy all.

Workaround
----------
This is mostly cosmetic that I could see, although there may be some gameplay advantage in defense with those turrets being more difficult to destroy than intended during combat.
