Hide empty charts from anonymous users
Description
- Custom Charts will only show data to users that can access the underlying issues
- However, on some public dashboards (e.g. the system dashboard) Custom Charts will appear as a grey chart with an error
- A setting will be added to allow admins to hide those charts so it doesn't show as an error
