Reproduction Steps
------------------
1) mine with mole until bags are full
2) detach bags from mole and put in cargo hold of C2
3) take C2 back to refinery (any)
4) C2 does not show on refinery terminal to make order
What happened
-------------
Cargo ship does not appear on refinery terminal when containing full ore bags from Mole.
What should have happened
-------------------------
when at the refinery terminal, all ships containing refinable material should appear on the list
Workaround
----------
can use the mole/prospector to transport raw ore as most do.
