Billing: the billing calculation should be able to split a tenant cost by billingAccount

Different billing accounts receiving the same tenant by:
- Carol App assignment: different carol apps assigned to different billing accounts, and the same tenant with multiple apps.
- Tenant Assignment: the same tenant assigned to different billing account.
We still should allow the pipeline to assign costs directly to a Carol App. We did not validate this flow yet.

@Ingo Wagner A PR que você menciona no comentário entendo ser de outro card, e este card foi utilizado com a finalidade de testes, correto?
Caso haja código implementado neste card me avise que daí incluo ele no Carol Platform Updates.
