Billing: forecast report and accuracy

06 - ACCEPTANCE CRITERIA:
- to add on the Billing Admin, a new column, for each Billing account, with the Forecast value
- for consolidated periods. add the Forecast Accuracy (calculated with the % difference between real and previously forecasted)
- add on the Consolidation process:
- cleanup partial forecasts
- process forecast accuracy
