ICIS NPDES – NJEMS updates for sewage overflows

Description

Sewage Overflows/bypass data needs to be submitted to ICIS NPDES as part of the e-Permitting rule. These data elements are part of Phase 2 of the e-Reporting rule, which has a deadline of 12-21-2025 with a possible extension upon state request to 2028 (not sure about this date). I believe the Water Permit section will be submitting an extension for the data they need to submit & that extension should include Sewage Overflows/bypass. NJEMS Incident module will need modifications to collect the data elements to meet the rule and the ICIS data extraction will need upgrades to extract that data. One major decision still left on the table is how will DEP get that data from the facility. I see 2 options. 1) Once the incident module has the needed data elements – the data can be reported to the Comm Center & then manually added to the incident screens. 2) A DEP online service such as a RSP service that has the facility submit all the needed info that then populates NJEMS.

OMB didn’t sign off on procurement package prior to quote date expiring. Upon getting new quotes, an additional 1% increase occurred. The latest quote is attached. This also means that the procurement package that was submitted contains an outdated quote because the package was submitted prior to the Dell 1% increase.

SOW Part 2 procurement package containing projects IPTD 81 - Modernization of Well Permitting Review Wizards, NJPDES Updates for Sewage Overflows and Contingency funds have been sent to Division’s finance lead for processing. They have been alerted to the urgency to move this through as fast as possible due to the multiple agency reviews/signatures that are required.

7/6 still waiting in estimates. CGI speaking to Carrollton about possibility of getting on T-3121 contract.  Waiting for info on Well Wizards – was sent. We did purchase EMD (Data model and data structure…DSKMTB table) and JTap (RSP) through CGI. NJEMS is now on Pega so can’t we access CGI like Carrolton.
