New NJPDES Application RSP Service
Description
The Division of Water Quality is requesting the development of a new RSP service that allows new/existing regulated entities to electronically submit NJPDES permit applications (for both individual and general permits) and other related forms to the Department. The project is, in part, driven by the requirements of the Federal NJPDES E-Reporting Rule (40 CFR Parts 9, 122, 123, 124, 127, 403, 501, and 503). In addition, this project is driven by the mission, vision, and goals identified in the FY2021-2023 IT Strategic Plan.
This project would involve the development of a new RSP service that allows new/existing regulated entities to electronically submit NJPDES permit applications (for both individual and general permits and other related forms to the Department. This new service should provide (1) an interactive interface for regulated entities to complete, certify, and submit the necessary NJPDES application information, (2) the ability for permittees to pay any necessary application fees (where appropriate), and (3) a module allowing NJDEP to conduct administrative review of the application information prior to data being migrated to NJEMS/PEGA. For some types of permits, this service would lead to the automatic issuance of final permit actions (e.g. 5G3, etc…). The service should provide automatically generated emails to applicants regarding the status of applications and, potentially, automated emails to program staff regarding the submission of applications.
Types of activities to be addressed through the service include, but are not limited to:
a. Applications for individual NJPDES permits, and requests for authorization under NJPDES general permits, for the following activity types: New, Renewal, Modification, Revoke and Reissue, and Revocation.
b. Stormwater Non-applicability Applications (e.g. Permanent No Exposure, Exemptions within CSO areas, etc…)
c. Permit application decisions (e.g. administrative completeness/incompleteness, etc…)
d. Permit Transfers Requests
e. Administrative Update Requests (i.e. NJPDES-2 Contact Information Update Form)
This RSP service must account for the many different types of permits for which applications are submitted (approximately 53 different types of NJPDES permits), as well as the different forms that are submitted based on the type of NJPDES permit. The RSP service should provide the necessary validations on the necessary forms, and information contained within those forms, to ensure that complete applications are submitted to the Department.
In addition, this project will entail the modernization of NJEMS/PEGA to accommodate the display/storage of any additional data elements and enhance the ICIS-NPDES Data Maintenance software to accommodate flow of the applicable information into ICIS.
A service that the Land Use Program has created may be leveraged as a starting point for this requested service.
This project DOES NOT involve the storage or access to Personal Identifiable Information (PII).

This is a reminder that the program has indicated for FY27, this project needs to become a WRM priority. After July 1, 2026, this project will need to be moved into WRM’s top 5 project priorities.
This project was originally entered to handle both a new RSP application service for NJPDES and TWA, but the program has decided to beak this apart into two separate projects. New NJPDES Application RSP Service and New TWA Application RSP Service. Some of the original content entered has been updated based on new summary information provided by the Program.
Due date might push out to 2028, based on EPA readiness.
This project has many elements, all of which will likely need to run through the existing CGI contract. It will therefore not likely consume the new funding, and executing on this will take a lot of program resources already engaged in NJEMS Modernization
