Modification of DPHS NJEMS Attachment List
Description
Enhance NJEMS to allow for security-based hiding of Attachment List Window in NJEMS activities specific program areas or activity types
Problem Statement
The program’s goal is to receive Discharge Prevention Containment and Countermeasures and Discharge Cleanup Removal (DPCC/DCR) Plans and related general site plan submittals through the DEP Online Facility Submittal Service (FSS) and store the submittals within the NJEMS Attachment List within the gray bar for the submission. Pursuant to N.J.A.C. 7:1D-3.2(b)7., the DPHS program withholds the DPCC/DCR Plans and general site plans from public disclosure as it has been determined that the inspection, examination or copying of that record would substantially interfere with the State's ability to protect and defend the State and its citizens against acts of sabotage or terrorism, or which, if disclosed, would materially increase the risk or consequences of potential acts of sabotage or terrorism. Therefore, the Attachment List must be restricted to only DPHS personnel. (Note: This restricted access applies only for DPCC/DCR Plans saved to the Attachment List and not to be disclosed to the public per N.J.A.C. 7:1D-3.2(b)7; any documents submitted and claimed confidential pursuant to DPHS rule confidentiality provisions at N.J.A.C. 7:1E-7 will not be saved in the Attachment List.) This project involves modifying the DPCC Attachment List in NJEMS to be restricted to only DPHS personnel and is a precursor to the DPHS FSS project. This will apply to Attachment Lists under a gray bar for:

Project Justification
As described in the DEP IT Project Sheet submitted for the creation of a FSS for both programs of the BRP, the receipt of DPHS submittals through the FSS will eliminate the need of utilizing OneDrive and storing hardcopies of plans and correspondences for each facility in the file room. The modification of the DPHS Attachment List must be completed before the FSS Project can begin.

Mike K. asked DMU to deploy RSP rollout scripts to Prod, awaiting completion. Service will be hidden in RSP prod while DPCC completes instruction language for the service.
NJEMS piece completed, awaiting DMU to deploy to production.
Once NJEMS piece is deployed to prod, and DPCC completes instruction language for RSP, the service can be unhidden in RSP and all will be live

9/18/25 DOIT and program met to go over a number of related projects (linked here) to line up a staged approached with CGI on how these relate and can be executed.
see attached conversation leading to meeting to be set mid August 2025 - note - up to 6 related project descriptions, see 5 links to this project record: 37, 445 and 539, AND 544. (and maybe 248?) They may all be distinct projects, but should be considered in any evaluation any one of them up front to clarify what is related or not. For instance, 248 might be resolved by the implementation of secure FSS if the program adapts to all such exchanges occurring within the NJEMS/RSP framework and if RSP does or could include outgoing file sharing or collaboration.
The “hide attachments” part of this issue is the same broad functionality requested as part of
DOIT informed AEMS that the work on the FSS for IPTD-489 can begin once DOIT meets with AEMS staff to go over specifics, but that DOIT will need to work with CGI on making the Attachment List private. DOIT will need to confirm with AEMS that the attachments need to be blocked from viewing by DEP personnel as well. The Record Disposition within the Attachment List in NJEMS can prevent the file from being viewed by the public, which meets the initial requirement stated.
