Requested by a customer: Create Jira comment from approval comment (when rejecting/approving)

Today the approver's decision comment is added as a quote under the app's comment.

Add a configuration that switches this behavior so the decision comment is added as a standalone Jira comment instead.
Configurable globally and at space level, enforced systematically once set (not a per decision choice to maintain systemic consistency).
