As a global admin, I want to remove the "New" tab from the approval path issue view, so that users cannot manually start approvals and approvals are only triggered via workflows or automation.

Accepted criteria

• A toggle or similar setting is available in global settings to enable/disable the "New" tab.

• When disabled, the "New" tab is completely removed from the approval path issue view.

• No permission-based message is displayed when the tab is removed.

• The change applies system-wide for all users.
