Allow project admins the ability to set the delegator in delegations within their respective projects.

Accepted criteria

• Project admins can select any user as the delegator within their projects.

• The delegation feature is restricted to the project scope for project admins.

• The system defaults to the project admin as the delegator but allows this to be changed.
