There is no easy way to configure / manage issue layout settings for multiple issue types.

Solution:

1. Inheritance

Instead of manually updating all issue layouts, user can pick:

Inherit layout from: Select with options: none + issue-types.
If issue type is picked, we hide all options to configure layout.

User can no inherit settings from layout that also uses ‘inheritance’.
We should display some error for that.

2. Copy configuration

For faster setup, we should allow to copy settings from other issue type.
