Allow external users to log time on Jira issues.

Steps to do:

• Create worklog with external-user-id in properties field.

• Swap to worklog list user (similar to comment)

• Create worklog tab in issue share

• Create worklog tab in issue view

• Create worklog tab in dashboard (will be needed a mapping table worklog-id, host-id, external-user-id or other needed)

• Save worklog action as activity

Accepted criteria

External users can log time directly from a shared link.
