In Approval Path for Confluence, the navigation menu shows a "Preferences" item. Clicking it always shows "Preferences not available. Preferences are only available for Jira spaces." The item is useless there and confuses users.

Acceptance criteria

• The "Preferences" item doesn't appear in the Confluence menu, for regular users or for admins.

• Jira is unchanged.
