Non-admin cannot create a delegation

Description

When a user who is not a Jira admin tries to create a new delegation in either global or space settings, they cannot search for any Delegatee(s) which blocks them from completing the create action.

Expected behavior: Non-admin user can create a delegation for themselves without issues.

Observations/notes:

  • This issue occurs on Jira version only, Confluence version is not affected.

  • Additionally, the Delegator filed appears empty for non-admin users, which might be related to this issue. This factor is true for Confluence as well, however it is not blocking the user from creating the delegation, as user search works. See the screenshots below for comparison.
