List all API keys with view-only access for Global admins

Description

Display all API keys to global admins while ensuring that only the keys created by the logged-in user are editable and display their key values.

API keys created by other users should be visible but view-only, without exposing their key values.

Accepted criteria

  • Global admins can see all API keys.

  • API keys created by the logged-in user are editable and display their key values.

  • API keys created by other users are visible but view-only, without displaying their key values.
