Add filter options for originator, delegator and delegatee
Description
Add new filter options for originator, delegator, and delegatee in the admin view to support both global and space/project-level filtering.
For space/project-level views, ensure that the filtered results are scoped to the current user's access and only include data within the project they manage.
Accepted criteria
Originator, delegator, and delegatee filters are available in the admin view filters
Filters are functional in both global and project-level contexts
In project-level views, filter results are scoped to the current user's access
Global-level filters show unscoped results as per current user access rules
UI is consistent with existing filter design
