Add new filter options for originator, delegator, and delegatee in the admin view to support both global and space/project-level filtering.

Accepted criteria

• Originator, delegator, and delegatee filters are available in the admin view filters

• Filters are functional in both global and project-level contexts

• In project-level views, filter results are scoped to the current user's access

• Global-level filters show unscoped results as per current user access rules

• UI is consistent with existing filter design
